(Washington, DC) The District Department of Transportation (DDOT) and Federal Highway Administration (FHWA) invite the public to participate Monday, December 11 in the second public meeting on the Environmental Assessment (EA) for improvements to Southeast Boulevard and Barney Circle. This corridor connects 11th Street SE to Pennsylvania Avenue SE west of the John Philip Sousa Bridge.

At the meeting DDOT will share draft concepts and engage stakeholders in an interactive activity to gather feedback to be incorporated in the Southeast Boulevard and Barney Circle plans.

The EA offers an opportunity to redesign the boulevard and circle while advancing the District’s larger Anacostia Waterfront Initiative (AWI) Program goals to improve transportation options for everyone and to strengthen communities along the river.

This process is a critical step toward gaining the regulatory approvals and community input needed to continue advancing a project to modify Southeast Boulevard and Barney Circle. The EA will consider natural, cultural, and human environmental resources, as well as potential local and regional travel changes.

Key project elements include the following: 

  • Southeast Boulevard reconfigured to the same elevation as L Street SE;
  • Boulevard elements such as sidewalk, bicycle facility, street trees, on-street parking, and green infrastructure;
  • Barney Circle reconfigured;
  • Neighborhood-serving extensions of 13th, 14th, and 15th Streets SE connecting to Southeast Boulevard;
  • Pedestrian and bicycle links to the waterfront;
  • Underground bus transit support facility with bus access via 11th Street SE and/or Barney Circle; and
  • Potential surplus of transportation right-of-way for alternative land uses such as neighborhood development or parks.
